California FAIR Plan: manufactured homes.

Bill was renumbered as Chapter 476 and reformatted from enrolled bill layout to official chaptered statutory format.

Governor's approval date of October 9, 2025 and filing date with the Secretary of State were added.

The definition of 'basic property insurance' as it applies to manufactured homes and mobilehomes was changed from being 'comparable to basic property insurance sold for residential dwellings' to being 'comparable to under the same terms and conditions as basic property insurance sold for other residential dwellings.' This raises the standard from general comparability to requiring identical terms and conditions.

New subdivision (g) defines 'manufactured home' by incorporating the definition from Section 18007 of the Health and Safety Code.

New subdivision (h) defines 'mobilehome' by incorporating the definition from Section 18008 of the Health and Safety Code.

The definition of 'basic property insurance' in Section 10091(c)(1) was expanded to include mobilehomes in addition to manufactured homes. Previously only manufactured homes were explicitly covered; now both manufactured homes and mobilehomes are included as eligible for FAIR Plan coverage comparable to residential dwelling insurance.

A drafting error in the original text ('but shall commissioner') was corrected to simply 'by the commissioner' in the amended version.

Removed the redundant phrase 'that is comparable to' from the definition of basic property insurance for manufactured homes and mobilehomes. The old text read 'comparable to under the same terms and conditions'; the new text simply reads 'under the same terms and conditions.' This is a drafting cleanup with no substantive policy effect.
