Added item (11) 'Any state funds' to the list of revenue sources a district may utilize to support its activities, provided voter approval is obtained and the infrastructure financing plan has been approved. This expands the types of funding available to enhanced infrastructure financing districts beyond local tax and assessment tools.
Added new SEC. 1.5 which amends Section 53398.75 of the Government Code to incorporate changes proposed by SB 516. This section is operative only if both bills are enacted, both amend Section 53398.75, and this bill is enacted after SB 516.
Removed redundant language 'both' before 'either of the following' in two places (Section 53398.75.1 and Section 62009) regarding when taxes on canceled Williamson Act or farmland security zone parcels become subject to district allocation.
Added new SEC. 5 establishing the coordination mechanism: the incorporated amendments from SB 516 become operative only if (1) both bills are enacted and effective on or before January 1, 2026, (2) each bill amends Section 53398.75, and (3) this bill is enacted after SB 516, in which case Section 1 of this bill shall not become operative.
