In Section 1(b)(1), the phrase 'their role as caregiver home care aide' was changed to 'their role as home care aide,' removing the redundant word 'caregiver' from the orientation training requirement.

The entire amendment to Section 1796.31 was deleted. This removed the requirement that unaffiliated home care aides submit a signed affidavit confirming they attended or viewed an online training video on caring for individuals with dementia as a condition of their registration renewal.

A sunset provision was added to existing Section 1796.44, stating it remains in effect only until January 1, 2027 and is repealed as of that date. A new Section 1796.44 with substantially identical training requirements takes effect on the same day (January 1, 2027), ensuring continuity without a gap.

In the orientation training description, the term 'caregiver' was changed to 'home care aide' to align terminology with the rest of the chapter. This appears in both the sunset version and the new operative version of Section 1796.44.

The legislative counsel's digest now explicitly states that a violation of the act is a misdemeanor, clarifying the criminal penalty for non-compliance.

The justification for the state-mandated local program finding was reframed. Previously it attributed the mandate to expanding the crime of perjury via the affidavit requirement. Now it attributes the mandate to creating new crimes by expanding the act to include additional requirements for home care organizations.

Gender-neutral language corrections were made throughout, replacing 'his or her their' with simply 'their' in both Section 1796.31 and Section 1796.44.

Section numbering was reorganized: the amendment to Section 1796.44 was relabeled and the reimbursement provision was given its own section number (SEC. 2).

The bill was assigned Chapter 414 and received an authenticated electronic legal material header upon gubernatorial approval on October 6, 2025.

Section 3 corrected 'Article XIIIB' to 'Article XIII B' (added a space), a minor typographical fix with no substantive effect.
