Legislative process markings (Senate/Assembly passage dates, Secretary of the Senate and Chief Clerk signature lines, Governor receipt date blanks) were removed and replaced with the standard chaptered law header: 'STATE OF CALIFORNIA AUTHENTICATED ELECTRONIC LEGAL MATERIAL,' Chapter 753 designation, and approval/filing date of October 13, 2025.

Page numbering and layout formatting were adjusted to match the official chaptered law format (page numbers changed from 95 to 94, different page marker placement).

Line numbers were removed from the enrolled version, which is standard formatting for a bill that has passed both chambers.

Standard legislative process language was added: Senate passage date (September 2, 2025), Assembly passage date (August 28, 2025), Governor receipt line, and Governor approval signature block.

The standard 'Vote: majority. Appropriation: no. Fiscal committee: yes. State-mandated local program: no.' notation was removed, as is customary when a bill is enrolled for the Governor's signature.

The data types covered by the fee policy are clarified from 'individually identifiable data or student data, or both' to 'individually identifiable data or data, student data, or both,' adding an explicit reference to 'data' as a category alongside 'student data.'

Subsection (b) now specifies that fees compensate for work performed 'by the office of the Chancellor of the California Community Colleges' and expands cost recovery to include costs borne by 'the requesting data researcher, the chancellor's office, or both,' rather than only costs borne by the requesting researcher. This allows the Chancellor's office to recover its own internal costs through the fee.

A new subsection (c)(3) exempts community college faculty members seeking data for their individual research from paying data request fees, joining state agencies and students as protected groups.

Section 71094.5(c) changed 'upon either of the following' to 'upon either any of the following' to grammatically accommodate the new third exempt category.

Section 71094.5(a)(1) corrected a redundant phrase from 'individually identifiable data or data, student data, or both' to 'individually identifiable data, student data, or both.'

New sub-section (a)(2)(B) requires that any data request fee policy comply with applicable federal and state laws protecting individual privacy, explicitly citing FERPA (20 U.S.C. Sec. 1232g) and California Civil Code Section 1798.24.

Section (a)(2) was restructured from a single requirement into a two-part list (sub-parts A and B), with the original Board of Governors approval requirement moved to sub-part (A).
