California Music Festival Preservation Grant Program.
What changed between versions
Establishes the California Music Festival Preservation Grant Program within GO-Biz's Office of Small Business Advocate, under the direct authority of the director. The introduced version contained only a statement of legislative intent with no operative provisions.
The bill title changed from 'An act relating to music festivals' to 'An act to add Section 12098.9 to the Government Code, relating to music festivals,' reflecting that it now creates a specific code section rather than expressing general intent.
Authorizes $20,000,000 in grants to be allocated in one or more rounds to eligible independent live music events promoters, subject to appropriation by the Legislature. The fiscal committee designation also changed from 'no' to 'yes,' reflecting the new budgetary impact.
Defines 'eligible independent live music events promoter' as an entity that: (1) is a sole proprietor, C-corp, S-corp, cooperative, LLC, partnership, limited partnership, or 501(c)(3) nonprofit; (2) has organizing/promoting/producing/hosting live concerts or festivals as its principal business activity at venues with cover charges and paid performers; and (3) derives at least 70 percent of earned revenue from cover charges, ticket sales, production fees, production reimbursements, or sale of event beverages, food, or merchandise.
The original Section 1 (legislative intent and findings) was renumbered to Section 2, with the new grant program provisions taking the Section 1 position. Page numbers and line numbering were adjusted throughout.
