What changed between versions
Section 748.4 now contains its own set of definitions (above-the-line account, below-the-line account, compensation, expense, political influence activity, public official, utility) instead of simply cross-referencing Section 748.3. This makes the municipalization opposition prohibition self-contained but introduces a likely drafting error in the 'political influence activity' definition where exclusion language appears nested inside the inclusion definition.
In Section 748.4(b)(3), the phrase 'Other political activities intended to undermine or prevent the establishment of a publicly owned municipal utility' was changed to 'Other political influence activities intended to undermine or prevent...' adding the word 'influence' to narrow and clarify the scope of prohibited activities.
Multiple grammatical corrections were made throughout: removed redundant words such as 'to support for the purpose of' (now just 'for the purpose of'), duplicate 'include include', and 'executive office officer' (now 'executive officer'). Section 748.3(b)(5) was simplified from 'experts for work related to testifying' to 'experts testifying.'
Assembly Member Ortega was added as a coauthor. The amendment date was updated from September 2 to September 5, 2025. There are apparent clerical errors in section numbering where orphaned 'SEC. 3.' and 'SEC. 4.' headers appear out of sequence.
The legislative counsel's digest now explicitly states that the bill would require the commission to monitor and investigate compliance and noncompliance with the prohibition, making the enforcement mechanism more prominent in the summary.
