Added extensive legislative findings (Section 19000.3) documenting the rationale: H.R. 1 made the largest Medicaid cuts in history to fund $900 billion in corporate tax breaks, 92 percent of Medicaid recipients are working adults paid poverty wages, and growing Medi-Cal costs are a leading factor in the state's structural deficit.

Each option presented must include data from EDD or DHCS on workers at large corporations enrolled in Medi-Cal, proposed statutory language drafted by Legislative Counsel, and a cost and timeline analysis assuming enactment during the 2027 legislative session.
