Section 3 of the bill, which amended Elections Code Section 12302, was entirely removed from the enrolled version. This section would have allowed elections officials to appoint up to 5 pupils per precinct (age 16+, U.S. citizens or permanent residents, GPA 2.5+, in good standing, including homeschooled students) and up to 5 nonvoters per precinct (lawful permanent residents otherwise eligible to register except for citizenship) to serve on precinct boards under supervision.

The provision allowing homeschooled pupils to be appointed to precinct boards was removed along with the rest of Section 3.

The provision allowing non-citizen lawful permanent residents to serve on precinct boards (with restrictions that they could not serve as inspector or tally votes) was removed along with the rest of Section 3.

The deadline for delivering election order specifications for governing board member elections was increased from at least 123 days before the election to at least 125 days before, giving school districts two additional days of advance notice to plan for using buildings as polling places or vote centers.

Homeschooled students are now explicitly eligible to serve as pupil members of precinct boards. The qualification previously required attendance at a public or private secondary educational institution; the amendment adds 'or schooled at home' to that requirement.

The approval process for appointing pupils to precinct boards was changed from requiring 'approval of the governing board' to requiring 'confirmation by the educational institution in which the pupil is enrolled.' This shifts authority from the district-level school board to the individual school or institution.

Language specifying when a governing body has flexibility options (continue school in session, designate a staff training day, or close the school) was narrowed from applying to 'polling places or vote centers' to applying only to 'a polling place.' This clarifies that the flexibility applies specifically to polling place usage, while the requirement to keep schools open on non-election days for vote center use remains unchanged.

The cross-reference to Section 13247 of the Elections Code regarding the 75-word limit on ballot measure statements was removed from Section 5322, though the 75-word limit itself remains in the text without the statutory citation.

The general language authorizing use of buildings 'without cost' was removed from the broad authorization provision. The 'free of charge' requirement now appears only specifically for storage of voting machines and other vote-tabulating devices, rather than as a blanket statement covering all authorized uses.
