What changed between versions
County population threshold reduced from 250,000 to 60,000 people or fewer, dramatically narrowing which counties are covered by the notice requirement.
Distance for 'affected resident' definition reduced from 10 miles to 5 miles from project limits, meaning fewer residents and businesses would receive written notice.
Closure duration threshold changed from a flat 14 days or more to a two-tier system: seven days or more if no alternate route is available, or fourteen days or more if an alternate route is available. This means shorter closures (7-13 days) now trigger notice only when drivers have no other option.
Notices must now include appropriate contact information for the department or contractor, in addition to describing planned closures and traffic detours.
