Renewal application strategic plans must now include the same four new elements: ethnic studies curriculum, research initiatives, data disaggregation by Latino ethnic subgroups, and intersegmental collaboration across segments.

The managing entity now sets one application deadline per year instead of two, and the governing board must convene at least once a year (instead of twice) to vote on applications, with applications required to be submitted at least 30 days before the meeting. The governing board may hold additional meetings at its discretion.

The definition of 'college or university' was expanded to include the phrase 'as defined in Section 66010' when referring to independent institutions of higher education, providing a statutory cross-reference for clarity.
