A new Section 3 provides that if the Commission on State Mandates determines the act contains costs mandated by the state, reimbursement to local agencies shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.

A new Section 115843.7 is added to the Health and Safety Code creating a specific exception for the Salinas Reservoir, allowing recreational use with bodily contact with water (such as swimming) that would otherwise be prohibited under existing law.

A legislative findings section declares that a special statute is necessary because of unique circumstances at the Salinas Reservoir, including thousands of acres of surrounding open space used for boating, fishing, hiking, and biking, managed by San Luis Obispo County with water treatment by the City of San Luis Obispo.

The fiscal committee designation changed from 'no' to 'yes,' indicating a fiscal analysis is now required due to the expanded scope of the bill.
