Firearms: prohibited persons.

The bill moved from 'Amended in Assembly' to 'Enrolled' status, adding Senate passage date (August 25, 2026), Assembly passage date (August 24, 2026), and Governor receipt/approval blocks. This is a procedural transition, not a policy change.

A stray empty subdivision label '(i)' was removed from Section 1.5 of the bill (the AB 1753 incorporation section). This was a drafting artifact with no legal effect.

The legislative counsel's digest was reformatted and the fiscal note language about state reimbursement was moved into the digest. The legislative analysis footnote (Vote: majority, Appropriation: no, etc.) was removed, which is standard for enrolled bills.

New subdivision (a)(2) of Penal Code Section 29805 makes it a crime for a person with an outstanding warrant for any covered misdemeanor offense, who has knowledge of the warrant, to own, purchase, receive, or possess a firearm. This extends the prohibition beyond convicted persons to those with active warrants.

Subdivision (i) of Section 29805 (effective January 1, 2027) was expanded from covering only Section 23920 violations to also covering misdemeanor violations of Sections 273.65, 422.3, 422.7, 422.77, 18205, 29815, 29825, 30305, subdivisions (c) or (d) of Section 166, and any other offense defined as a hate crime under Title 11.6 of Part 1. The Section 23920 provision was moved to a new subdivision (j).

New Section 3 creates a coordination mechanism with AB 1753: if both bills are enacted, each amends Section 29805, and SB 1220 is enacted after AB 1753, then the combined Section 1.5 takes effect and Section 1 of SB 1220 does not become operative.

A severability clause was added as new Section 2, providing that if any provision is held invalid, the remaining provisions continue in effect.
