Human trafficking: California Multidisciplinary Alliance to Stop Trafficking Act.

Subsection (e) of Section 13990 removed the sentence 'Reimbursement of necessary expenses may be provided at the discretion of the respective appointing authority or agency participating in the task force.' This was redundant with the remaining sentence that already allows appointees to be reimbursed for actual and necessary expenses with approval of the appointing authority.

Section 2(e) reimbursement language changed from 'Reimbursement of necessary expenses may be provided at the discretion of the respective appointing authority or agency participating in the task force' to 'Appointees may be reimbursed for their actual and necessary expenses of participation with approval of the appointing authority.' This narrows reimbursable costs to actual and necessary expenses and shifts from pure discretion to an approval-based standard.

In Section 1(a) findings, the redundant phrase 'Human Trafficking trafficking' was corrected to 'Human trafficking,' removing a duplicated and capitalized word.

Entirely new Title 6.7 (Section 13990) added to Part 4 of the Penal Code, establishing the California MAST task force upon legislative appropriation. The task force reviews collaborative models between government and nongovernmental organizations for protecting trafficking victims, maps the state's progress in preventing trafficking, and provides recommendations to strengthen state and local efforts.

Legislative findings and declarations added as new Section 1, stating that human trafficking requires action on economic and racial justice, workers' rights, and access to safe housing and health care, and that local governments must engage in multidisciplinary collaboration through a survivor-informed lens.

The task force must hold its first meeting no later than July 1, 2027, meet at least four times total, and submit annual reports of findings and recommendations to the Office of Emergency Services, the Governor, the Attorney General, and the Legislature starting January 1, 2029.

The task force composition is specified with 16+ members including the Attorney General, Secretary of Labor and Workforce Development, Directors of Social Services, Health Care Services, Emergency Services, Housing and Community Development, Transportation, and Civil Rights, plus survivors of labor, sex, and familial trafficking, tribal representatives, and service organization representatives from northern, central, and southern California.

A new definition of 'familial trafficking' is introduced: when a victim is trafficked by a family member or caregiver, or when a minor victim is sold by that minor's family member or caregiver to a third-party trafficker.

Multiple typographical errors corrected in the Section 236.4 amendment: removed redundant 'conviction of a person of a conviction' language, fixed 'Any A person' to 'A person,' fixed 'any a crime' to 'a crime,' and fixed '5 five years' to 'five years.'

Removed the reference to 'California Emergency Management Agency (Cal EMA)' in the fine distribution provision, now simply referencing the Office of Emergency Services.

Fiscal committee designation changed from 'no' to 'yes,' indicating the bill now requires fiscal committee review due to the new task force establishment that is contingent upon legislative appropriation.

The entire amendment to Penal Code Section 236.4 was removed. This provision would have allowed courts to impose an additional fine up to $1,000,000 on human trafficking convictions, required consecutive prison terms of 5, 7, or 10 years for inflicting great bodily injury during a trafficking offense, and imposed an additional consecutive 5-year term for repeat offenders. Fines would have been deposited into the Victim-Witness Assistance Fund with 70% going to service providers and 30% to law enforcement.

A new task force duty (subsection a(4)) requires the California MAST task force to prepare recommendations on: the cost of conducting a statewide human trafficking prevalence study identifying types of trafficking and characteristics of trafficked persons; the best entity to conduct such a study; and how often the study should be conducted.

Two new Governor-appointed members were added to the task force: one university researcher with expertise related to sex work and human trafficking, and one mental health expert with expertise related to sex work and human trafficking.

Senator Strickland was added as a coauthor of the bill.

The fiscal committee designation changed from 'no' to 'yes,' indicating the bill now requires fiscal committee review, likely due to the new prevalence study recommendation requirement that could trigger future spending.
