Pupil instruction: statewide dual enrollment framework: advisory board.

The entire Dual Enrollment Framework Task Force (Section 76005) was eliminated, including its governance rules (quorum requirements, organizational meeting by August 1, 2026, chairperson election, per diem and travel expense provisions).

The bill now adds and repeals only a single section (76005.5) rather than adding three sections (76005, 76006, 76007). The advisory board remains but now serves as the primary advisory mechanism to the Superintendent rather than feeding into a separate task force.

Section 76006, which required the task force to streamline all dual enrollment efforts into a single pathway, routinely evaluate framework effectiveness, recognize and reward schools through the state accountability system, and recognize and reward postsecondary institutions, was removed entirely.

The best practices guide requirement in subdivision (d)(4) was expanded with more specific items, including the number and type of courses and sequences to be offered, a method for evaluating program effectiveness, how instructors are hired and paid, and a method for diversifying the qualified instructor pool.

Section 76007, which required both the Chancellor and the Superintendent to jointly submit the task force's recommendations to legislative committees one year after the first meeting, was removed. The new version only requires the Superintendent alone to submit the framework by January 1, 2027.

New Section 76005.5 adds a legislative intent that all high school pupils graduate with at least 12 units of college credit coursework by the 2029-30 academic year, and defines dual enrollment as a college course taken by a high school pupil for which college credit is provided upon completion.

Establishes a dual enrollment advisory board with 12+ specified members including three K-12 credentialed teachers who have taught dual enrollment courses, one administrator, one counselor, representatives from the California College Guidance Initiative, community college faculty, Academic Senate (CCC and CSU), chancellors/presidents of CCC, CSU, and UC, and four public members appointed by the Speaker and President Pro Tempore.

Requires the Superintendent of Public Instruction, in collaboration with the new advisory board, to develop a statewide dual enrollment framework providing guidance on how dual enrollment programs should operate to achieve seamless pathways, college and career readiness, and universal access.

Requires the Superintendent and advisory board to provide a guide of best practices for CCAP partnerships, early college high schools, and middle college high schools, addressing funding needs, course content, instructor qualifications, evaluation methods, hiring and pay for instructors, A-G certification, transcript recording, and dual credit.

Sets a deadline of January 1, 2027 for the Superintendent to submit the dual enrollment framework to legislative committees, and requires that implementation of the framework be contingent upon enactment of another statute. The new section sunsets on January 1, 2030.
