Nonminor dependents: county of residence.

The entire CalFresh/SNAP semiannual reporting workgroup provision (amending Section 18910.2 of the Welfare and Institutions Code) was removed from the bill, eliminating the requirement for annual reports to the Legislature on reducing reporting burden for CalFresh recipients.

A new 'best interest of the nonminor dependent' finding is now required before a court can order a transfer of jurisdiction to a new county. Previously, only a request by the nonminor and demonstration of significant connection to the new county were needed.

The deadline for a court to issue a transfer order was shortened from 60 calendar days to 30 calendar days after the nonminor dependent's request.

The period before the receiving county is deemed to have jurisdiction over the nonminor dependent was shortened from 20 calendar days to 10 calendar days after issuance of a transfer order.

Replaced Assembly/Senate passage dates and clerk signature blocks with the standard 'STATE OF CALIFORNIA AUTHENTICATED ELECTRONIC LEGAL MATERIAL' header used for chaptered bills.

Added Chapter 281 designation, Governor approval date (October 3, 2025), and Secretary of State filing date (October 3, 2025).

Removed the 'received by the Governor' line with blank date/time fields that appears in enrolled bills before signing.

The legislative counsel's digest changed 'within 30 calendar court days' to 'within 30 court days' when describing the deadline for a court to issue a transfer order.

Enrolled-form procedural markings were added, including passage dates (Assembly September 9, 2025; Senate September 8, 2025), clerk and secretary signatures, and a line for the Governor's receipt date.

Amendment history headers (dates of prior amendments in Senate and Assembly) and the principal coauthor attribution (Assembly Member Davies) were removed from the enrolled version.

The physical presence requirement for establishing county of residence is reverted from six months back to one year in three provisions: subdivision (d) for general children, subdivision (f) for nonminor dependents in planned permanent living arrangements, and subdivision (g) for nonminor dependents whose jurisdiction was resumed. This undoes the July amendment's reduction.

The transfer of jurisdiction requirement is simplified. The July version required a nonminor dependent to both demonstrate intent to remain by establishing a 'significant connection' to the new county AND have the court find the transfer in their best interest. The September version removes the 'significant connection' demonstration requirement, leaving only the court's best interest finding as the standard.

The deadline for a court to issue a transfer order is shortened from 60 calendar days to 30 court days (note the change from 'calendar days' to 'court days'), and the period before the new county assumes jurisdiction is shortened from 20 calendar days to 10 calendar days.

The bill now amends Sections 17.1, 366.31, and 375 of the Welfare and Institutions Code in addition to Section 18910.2, expanding from a CalFresh-only bill to one that also governs county jurisdiction for nonminor dependents in foster care.

The physical presence requirement to establish county of residence for children (Section 17.1(d)) and nonminor dependents in planned permanent living arrangements (Section 17.1(f)) was reduced from one year to six months.

A new subdivision (g) to Section 17.1 allows a nonminor dependent whose jurisdiction was resumed or assumed after a Section 388(e) petition to establish county of residence with six months of continuous physical presence and expressed intent to remain, including any period immediately prior to the petition filing.

Section 375 now provides a new transfer pathway: a nonminor dependent may request transfer of jurisdiction to a new county and demonstrate intent to remain by establishing a significant connection, which may include employment, enrollment in an educational or vocational program, housing (rental/lease, SILD placement, transitional housing, or documented private agreement), or family/supportive connections.

Section 366.31 now requires courts to consider whether a nonminor dependent requests transfer of jurisdiction to a new county during review hearings, including the pre-18 hearing, subsequent nonminor review hearings, and hearings for those in other planned permanent living arrangements.

A court issuing a transfer order under the new significant-connection pathway must issue it within 60 calendar days of the nonminor dependent's request, and the new county is deemed to have jurisdiction within 20 calendar days of the order's issuance.

Gender-neutral language updates throughout (e.g., 'his or her' changed to 'his or her their'), renumbering of the CalFresh section from Section 1 to a later section number, and addition of Assembly Member Davies as principal coauthor.
