Removed the mechanism that would have deposited 40% of property and casualty insurance premium tax collected above the 2023 level into the Sustainable Insurance Account. This was the bill's primary dedicated revenue source.

Removed the continuous appropriation provision that would have made funds in the Sustainable Insurance Account automatically available to fund the program without regard to fiscal years, overriding Government Code Section 13340.

Added language in Section 2033(b) stating that 'Funds in the Sustainable Insurance Account shall be available to the department upon appropriation by the Legislature.'
