The enrolled bill header (Assembly and Senate passage dates, clerk signatures) was replaced with the standard chaptered format header reading 'STATE OF CALIFORNIA AUTHENTICATED ELECTRONIC LEGAL MATERIAL.'

Chapter number 168 was assigned to the bill.

The Governor's approval date of October 1, 2025 and filing date with the Secretary of State were inserted.

Removed amendment history dates (July 10, June 25, June 11, April 21) and introduction information (Assembly Member Muratsuchi, Coauthor Davies, February 19, 2025).

Added passage dates: Passed the Assembly August 28, 2025, and Passed the Senate August 25, 2025, along with clerk/secretary signature lines.

The entire amendment to existing Vehicle Code Section 22651 was deleted. The Assembly version would have rewritten that section to incorporate e-bike speed violations, age restrictions, and helmet requirements as grounds for vehicle removal under the main statute.

The bill's approach changed from amending an existing statute (Section 22651) to adding a new standalone section (22651.08). This means the e-bike removal authority now exists as a separate provision rather than being integrated into the general vehicle removal framework.

The provision authorizing removal of a class 3 electric bicycle operated without a helmet was dropped. The new Section 22651.08 only covers class 3 e-bikes operated in violation of Section 21213(a), which is the under-16 age restriction.

The legislative digest was updated to remove references to electric bicycle speed-based removal and helmet-related removal, reflecting the narrowed scope of the final bill.

New Vehicle Code Section 22651.08 is added, creating a standalone provision specifically addressing removal of (1) non-e-bike electric vehicles with fewer than four wheels capable of exceeding 20 mph that lack registration or a licensed operator, and (2) class 3 e-bikes operated by persons under 16.

The bill title is expanded from amending only Section 22651 to also adding new Section 22651.08, broadening the legislative act's scope to include a new standalone provision rather than solely modifying existing law.

Cities, counties, or city and counties may adopt regulations imposing charges equal to their actual administrative costs for removal, seizure, and storage of the vehicle. Charges are capped at the actual costs directly related to those activities.

An agency must release a seized vehicle after a minimum of 48 hours if the request is made during normal business hours and all applicable removal, seizure, and storage costs have been paid.

For class 3 e-bike violations by operators under 16, an agency may require proof that the violator (or their parent/guardian) has completed an electric bicycle safety and training program as described in Section 894 of the Streets and Highways Code as a condition of vehicle release.

Local jurisdictions must now adopt e-bike seizure charge regulations 'at a public meeting,' adding a procedural transparency requirement that was not in the prior version.

A new paragraph (b)(2) requires any local jurisdiction that has adopted a charge regulation to publicly and conspicuously post its schedule of charges on its internet website.

Removed the requirement that a vehicle lack current registration as a basis for seizure. Previously, a vehicle could be seized if it was operated without registration OR by an unlicensed operator. Now only operation by an unlicensed operator qualifies.

Added an alternative to the state electric bicycle safety and training program: a related local bicycle safety course, if one is available, as prescribed by authorities in the local jurisdiction. This gives local jurisdictions flexibility in what training they can require before releasing a seized class 3 e-bike.
