What changed between versions
A new Section 1 containing legislative findings and declarations is added, stating the Legislature's intent that programs promote access for all eligible participants and that outreach efforts target youth facing barriers including foster youth, justice-impacted youth, homeless youth, low-income youth, and communities disproportionately impacted by poverty.
The division's role in working with the State Department of Education and the Office of the Chancellor of the California Community Colleges is changed from a mandatory duty ('shall work with') to a permissive authorization ('may work with'), reducing the division's required coordination obligations.
The program's stated statutory purposes are narrowed. The old version listed four purposes including coordinating and establishing apprenticeships for high school students and providing paid training through preapprenticeships. The new version limits purposes to identifying resources to support youth apprenticeships and identifying appropriate partnerships between educational agencies, state agencies, and employers.
All mandatory reporting requirements are removed: the requirement to submit a report by January 1, 2028 identifying barriers to employer participation, and the requirement to submit annual reports on program outcomes (enrollees, completion rates, college enrollment, continuation into registered apprenticeships) beginning January 1, 2030.
The requirement for the division to adopt regulations developing a fast-track approval process for industry pathways for preapprenticeship and apprenticeship programs is removed entirely.
The definition of 'work experience education' is modified to add a cross-reference stating it has the same meaning as defined in Article 7 (commencing with Section 51760) of Chapter 5 of Part 28 of Division 4 of Title 2 of the Education Code, aligning the Labor Code definition with the existing Education Code definition.
