Added an entirely new program (Emergency Diaper and Wipe Distribution Program) under Chapter 13 of Part 6, Division 9 of the Welfare and Institutions Code, which did not exist in the introduced version. The bill now covers both building inspection rules and children's health services.

The program serves families with infants or toddlers impacted by a natural disaster that is the subject of a state of emergency proclaimed by the Governor under Section 8625 of the Government Code. Covered disasters include wildfire, flood, earthquake, mudslide, and other conditions meeting the definition in Section 8558.

Implementation is conditioned on an appropriation in the annual Budget Act or another statute. Funds must be spent within 36 months of receipt. Up to 10 percent of appropriated funds may be used for administrative costs. Allocations are exempt from the Public Contract Code, State Contracting Manual, and Department of General Services approval.

Participating entities must report quarterly on: numbers of diapers and wipes distributed, number of families assisted with ages of infants or toddlers, and total dollars expended for procurement, shipping, and warehousing. The department must post a list of participating entities on its website.

The program runs for at least one year following the proclamation of a qualifying state of emergency, and resumes to the extent necessary to serve affected families' ongoing needs.

The department determines eligibility criteria for participating entities based on capacity and readiness to distribute diapers and wipes. The department conducts outreach to and considers applications from eligible entities. Implementation is exempt from Administrative Procedure Act rulemaking.

The original nonsubstantive change to Section 16017 of the Health and Safety Code (fixing 'inspectors an inspector' to 'an inspector') was retained but renumbered as a later section in the amended bill. The fiscal committee designation changed from 'no' to 'yes,' reflecting the new funding provisions.

Removed the amendment to Health and Safety Code Section 16017, which made a nonsubstantive change to requirements for qualified inspectors of essential services buildings during construction or alteration.

Added an amendment to Welfare and Institutions Code Section 18995.1 (State Emergency Food Bank Reserve Program) to include children's diapers and wipes alongside food as eligible supplies that can be purchased, distributed, and reimbursed through the program.

The entire new 'Emergency Diaper and Wipe Distribution Program' (Welfare and Institutions Code Sections 18992-18992.1) is deleted. This program would have been a standalone initiative triggered by a Governor's state of emergency proclamation, with its own entity eligibility criteria, quarterly reporting requirements, 36-month spending deadline, 10 percent administrative cost cap, and exemptions from public contract and rulemaking laws.

Diaper and wipe distribution is now handled solely through amendments to the existing State Emergency Food Bank Reserve Program (Section 18995.1), which already has an established framework for distributing supplies during disasters or states of emergency declared by county, city, state, or federal authorities.

Coauthors Assembly Member Aguiar-Curry and Senator Limon are added to the bill.

Minor language corrections in Section 18995.1: a duplicated word ('food food') is fixed, 'paragraph (c) of this section' is changed to 'subdivision (c)', and the article 'that' is added for clarity.
