Surplus land: exempt surplus land: sectional planning area.

The bill was reformatted from the amended version (with line numbers, amendment history headers, and page numbering) to the enrolled version (clean statutory text with passage dates: Assembly September 10, 2025; Senate September 9, 2025).

A duplicated word in the legislative counsel's digest was corrected: 'academic institution institution' changed to 'academic institution.'

New requirement that land identified in an adopted sectional planning area document must be developed consistent with the sectional planning area document plan as it existed on January 1, 2019. This prevents agencies from altering the original plan to avoid affordability obligations.

Student housing units counted toward the 10 units per acre density requirement in sectional planning areas must now include a fully functioning kitchen with a refrigerator, stove, sink with hot and cold water, vent, and an area to prepare food.

Student housing units must have a ratio of beds to toilets, lavatories, and showers not exceeding five to one in order to count toward the density requirement.

Student housing units must meet or exceed the requirements described in Section 17920.3 of the Health and Safety Code to be counted toward the density requirement.
