Public postsecondary education: University of California, Merced: medical education.

New annual appropriation of $15,000,000 from the General Fund to the Regents of the University of California for allocation to the UC Merced Medical Education Collaborative, effective on or before July 1, 2026 and each July 1 thereafter.

UCM Medical Education Collaborative must develop a program, in conjunction with health facilities of its medical residency programs, to identify eligible medical residents and assist them in applying for physician retention programs, including the Steven M. Thompson Physician Corps Loan Repayment Program.

New definitions added: SJVPP (San Joaquin Valley PRIME+), UCM (University of California, Merced), UCM Medical Education Collaborative (the medical school at UCM, a branch campus of UCSF School of Medicine), and UCSF.

Extensive legislative findings added documenting physician shortages in the San Joaquin Valley (47 primary care physicians per 100,000 patients vs. recommended 60-80), underrepresentation of LatinX, African American, and Native American populations in medicine, California's low medical student enrollment per capita (21.1 vs. national average 37.9), and UCM's long-term goal of becoming an independent medical school.

The bill's title and digest expanded from solely relating to pupil instruction (ELOP tutoring) to also covering public postsecondary education and UC Merced medical education, with a new appropriation component.

Vote requirement changed from majority to two-thirds; appropriation designation changed from 'no' to 'yes'; fiscal committee designation changed from 'no' to 'yes.'

The original ELOP intent provision was renumbered from Section 1 to a second section, following the new Article 1.6 provisions.
