University of California: admissions changes.

New definition of 'local educational agency' meaning a school district, county office of education, or charter school.

The UC Student Association is now described as the 'official student organization representing the student body of the University of California,' adding a clarifying descriptor.

The bill's trigger is now specifically tied to 'a change to the conditions for undergraduate admissions' (as defined) rather than the broader phrase 'standards and criteria for undergraduate admissions,' making the scope more precise and limited to the three enumerated types of changes.

The impact disclosure requirement now requires a full disclosure of the impact to local educational agencies, the University of California, and the California State University, expanded from just school districts and the California State University. This adds charter schools, county offices of education, and UC itself as entities whose impact must be assessed.

The requirement for the State Board and Trustees to discuss the proposal is strengthened: the proposal must now be 'identified as an item for discussion' in addition to being discussed, at a meeting of each of these boards respectively.
