Data submission to the Judicial Council is now limited to five specific counties (Los Angeles, Mendocino, San Bernardino, San Mateo, and Tulare) rather than all 13 participating superior courts in the pilot program.

Removed the requirement that each reporting court obtain feedback from at least two attorneys who regularly practice in the court, the chief public defender or designee (for criminal/juvenile delinquency proceedings), and the district attorney or designee (for criminal/juvenile delinquency proceedings). Only judicial officer and court reporter feedback remains required.

Changed the Judicial Council's report deadline from 'within six months of the conclusion of the pilot project' to a fixed date of 'no later than January 1, 2027.'

The sunset/repeal date for Section 69959.5 of the Government Code was changed from June 1, 2027 to January 1, 2029, aligning with the extended pilot period.

A new Section 3 was added declaring the bill an urgency statute that takes effect immediately. The stated necessity is to close the gap between the pilot project expiring on July 1, 2026 and the implementation of the extended program.

Assembly Member Macedo was added as a coauthor of the bill.

Several typos in Section 8020.5 (Business and Professions Code) were corrected, including 'which that equals' to 'that equals,' 'will shall be deemed' to 'shall be deemed,' removal of a duplicate '(CVR)' reference, and removal of a duplicate word 'Association' in 'National Verbatim Reporters Association.'

The required vote threshold changed from a simple majority to a two-thirds majority, which is the constitutional requirement for passing an urgency statute.
