Changed from an exemption from EV charging requirements (with fallback to the 2022 code) to a requirement to comply with either the 2025 California Green Building Standards Code or the 2024 supplement to the 2022 edition. Affordable housing developers can no longer simply opt out of the newer standard entirely.
The permit application deadline was shortened from December 31, 2030 (Assembly version) to December 31, 2028 (Senate version), reducing the window during which the provision applies by two years.
The repeal date was shortened from January 1, 2032 (Assembly version) to January 1, 2030 (Senate version), meaning the provision will expire two years earlier than in the Assembly version.
The alternative compliance standard was upgraded from the '2022 edition of the California Building Standards Code' to the '2024 supplement to the 2022 edition of the California Green Building Standards Code,' reflecting a more current regulatory baseline.
