Removed the option for a local agency or school district to elect to remit funds directly to the Controller as one of its resolution choices after receiving an adjustment notice. Previously there were three options (offset, adjust payment, or remit funds); now only two remain (offset or adjust payment).

Changed the framing of subdivision (d) from 'the Controller shall allow a local agency to do any of the following' to 'a local agency may elect to have the Controller do either of the following before the local agency remits funds to the Controller.' This shifts the action from the agency choosing what it will do, to the agency directing the Controller to take a specific action.

Simplified the offset language in subdivision (d)(1) from 'to the extent that sufficient unpaid reimbursement claims are determined by the Controller to exist' to 'if those unpaid claims exist,' and removed 'Request an adjustment to or' from subdivision (d)(2), leaving only 'Adjust the payment of claims.'

Fixed a typo in subdivision (e): 'unpaid reimbursement claims claim does not exist' corrected to 'unpaid reimbursement claim does not exist.'

The process for responding to a reimbursement adjustment changed from the Controller 'allowing' a local agency to take action, to the local agency 'electing, at its discretion, to have the Controller do' one of the available options. The election must occur before the local agency remits funds to the Controller.

A new condition was added to the offset option: the Controller may only offset a reduced reimbursement from unpaid claims 'if those unpaid claims exist.' Previously, the existence of sufficient unpaid claims was stated as a limitation within the same sentence but not as an explicit precondition.

Redundant and garbled language in the offset provision was cleaned up (e.g., 'unpaid reimbursement claims balances of unpaid claims' simplified to 'balances of unpaid claims'). Minor grammatical fixes were made throughout, including in the default-action provision (section e).

New option (d)(2) allows a local agency or school district to request an adjustment to the payment of claims pursuant to Section 17561(d)(2)(C), giving them a third way to handle reduced reimbursements beyond offsetting or remitting funds.

New subdivision (e) establishes a default process: if the local agency or school district does not notify the Controller of its chosen option within 45 days of receiving the adjustment notification, the Controller will first attempt to offset from unpaid claims, and if none exist, will adjust payment of claims under the new paragraph (2).

Subdivision (d)(1) now requires that offsets be applied to balances of unpaid claims in chronological order beginning with the earliest claim, rather than allowing the agency to choose which unpaid claims to offset against.

The 30-day notification requirement in subdivision (c) is now triggered by the adjustment itself rather than by issuance of a remittance advice, potentially shortening or clarifying when the clock starts.

Subdivision (b) removed redundant language ('prior to the before' changed to 'before'), and subdivision (f) (formerly (e)) replaced 'Nothing in this section shall be construed to' with 'This section does not limit,' a minor drafting cleanup.
