Corrections: treatment of prisoners.

The definition of 'serious bodily injury' was narrowed. The old version included a specific list of examples (loss of consciousness, concussion, bone fracture, protracted loss or impairment of function, wound requiring extensive suturing, serious disfigurement). The enrolled version removes all of those examples and keeps only the general standard: 'a medically diagnosed serious impairment of physical condition, including, but not limited to, acute or protracted loss or impairment of function of any bodily member or organ.'

The word 'acute' was added to the serious bodily injury definition alongside 'protracted,' broadening the temporal scope slightly to cover short-duration impairments in addition to long-lasting ones.

Fixed a typo: 'interfere with with' corrected to 'interfere with.'

Added standard enrollment page elements including passage dates (Assembly August 25, Senate August 24), governor's receipt and approval blocks, and removed draft line numbers.

Section 2654(a) now prohibits corrections staff from 'countermand[ing]' or 'chang[ing]' prescribed health care in addition to interfering with or refusing to implement it. This means a supervisor who overrides a doctor's treatment plan is now explicitly covered, not just one who blocks access to care.

A new definition for 'substantial emotional distress' was added: medically or psychiatrically diagnosed mental or emotional suffering that is acute, chronic, or protracted, or a condition requiring inpatient psychiatric treatment. This sets a higher evidentiary bar than the introduced version, which used the term without defining it.
