Public utilities: rates: changes to federal law.

The separate new Section 752 of the Public Utilities Code was eliminated. It had required the commission to evaluate the effect of federal House Resolution 1 (Public Law 119-21) and other federal law on utility tax liabilities and adjust rates, but this was already covered by the amended Section 751.

Minor wording changes throughout: 'upon' replaced with 'on', 'an incentive' changed to 'any incentives', 'use' changed to 'utilize', and small grammatical adjustments for clarity.

The bill now amends existing Section 751 of the Public Utilities Code rather than only adding a new section. This means the commission's obligation to evaluate federal tax law effects on utility rates is being strengthened in the existing statutory framework, not just added as a new provision.

New Section 752 is added with substantially the same language as the originally introduced version, requiring the commission to evaluate all federal legislation's effect on utility tax liabilities and adjust rates if materially affected.

Amended Section 751 now explicitly names both Public Law 115-97 (the 2017 Tax Cuts and Jobs Act) and Public Law 119-21 as federal laws whose effects the commission must evaluate, rather than referencing only the newer law. This clarifies that rate adjustments are required if either law materially affects a utility's projected tax liabilities.
