The entire requirement for the Legislative Analyst's Office to annually assess and publicly report on the state's progress in closing pupil academic achievement gaps was deleted. This included: an annual December 1 deadline, a review of whether the adopted budget aligns with the Closing the Achievement Gap State Operations and Support Plan, an assessment of unfunded or partially funded mandates on local educational agencies, an evaluation of state-run programs aimed at improving outcomes, identification of barriers faced by local agencies, and a requirement to consult education stakeholders.

The working group's dashboard recommendations now must include, in addition to metrics: a proposed format for the dashboard, a proposed entity responsible for design/execution/maintenance of the dashboard, and a proposed implementation date.

Fiscal committee review changed from 'no' to 'yes,' indicating the bill now carries fiscal implications requiring committee analysis.

The bill's chapter was renumbered from Chapter 6.4 (Section 52110) to Chapter 6.3 (Section 52100), and the legislative digest was narrowed to focus solely on the State of the Achievement Gap Dashboard rather than both the dashboard and a separate accountability report.

Co-authors Muratsuchi, Patel, and Ahrens were added to the bill. The metric for financial support was clarified from 'Financial support' to 'Financial support of the state.'

New Section 3 adds a conditional operative date: the chapter becomes operative only if AB 2225 of the 2025-26 Regular Session is enacted, takes effect on or before January 1, 2027, and adds Section 52090 to the Education Code. If that condition is not met, this bill has no effect.

The metrics list was cleaned up: a redundant duplicate heading ('A series of proposed metrics that assess all of the following') was removed, and a garbled phrase 'Financial support. support of the state' was corrected to 'Financial support of the state.'

The bill summary was updated to explicitly note the new operative condition tied to AB 2225.
