Section 102785(a) changed from discretionary ('at his or her discretion, may incorporate computer or telephone facsimile technology') to mandatory ('shall use updated technology, including computer and mobile telephone applications'), making technology upgrades required rather than optional and explicitly adding mobile phone apps.
Corrected a redundant phrase in Section 102778(a) from 'Internet-based internet-based' to 'internet-based'.
