State holidays: Sylvia Mendez Day.

Multiple alternative amendment sections (SEC. 2.5, SEC. 3.1, SEC. 3.2, SEC. 3.3) added to Section 135 of the Code of Civil Procedure and Section 6700 of the Government Code, each incorporating changes proposed by AB 2017 (adding Eid al-Fitr and Eid al-Adha as holidays) and/or SB 1394, so the correct combined holiday list takes effect depending on which companion bills are enacted.

In alternative sections 3.2 and 3.3, the Farmworkers Day entry reads 'March 31, 17' instead of 'March 31,' which appears to be a drafting error (an extra '17' inserted).

New Sections 4 and 5 establish conditional operative provisions: each alternative section only becomes operative if specific combinations of AB 2017 and SB 1394 are (or are not) enacted, all bills become effective on or before January 1, 2027, and this bill is enacted last. If a companion bill is enacted, the corresponding base section of this bill does not take effect.

Legislative finding (i) was reworded: previously stated the case was brought by 'four Mexican American families' with support from the ACLU and 'prominent figures Gonzalo and Felicitas Mendez'; now states it was brought by 'Gonzalo and Felicitas Mendez, who were joined by four other families' with support of 'civil rights advocates such as Thurgood Marshall,' removing the specific ACLU reference.

The bill text was reformatted from a traditional legislative document with line numbers and page markers into a website layout that includes navigation elements (home, search, FAQ, etc.) and web-specific formatting. No changes to the actual legal content were made.

A new section amending Code of Civil Procedure Section 135 was added. This section rewrites the judicial holiday provision to explicitly list which state holidays are exempt from being judicial holidays. Sylvia Mendez Day (April 14) is specifically added to the exemption list alongside Lunar New Year, Diwali, Genocide Remembrance Day, Admission Day, and Columbus Day. This means courts will not close on Sylvia Mendez Day.

In Government Code Section 6700, the name of the March 31 holiday was changed from 'Cesar Chavez Day' to 'Farmworkers Day.' The date remains the same but the official designation is broader and no longer references a specific individual.

Additional coauthors were added: Senator Umberg as principal coauthor, plus Assembly Members Alanis, Castillo, Davies, Flora, Harabedian, Celeste Rodriguez, Tangipa, and Valencia, and Senators Choi, Dahle, and Strickland.

Section 1(i) now names Gonzalo and Felicitas Mendez explicitly as prominent figures and adds four other families by name (Thomas and Mary Luisa Estrada, William and Virginia Guzman, Frank and Irene Palomino, and Lorenzo and Josefina Ramirez) who participated in the Mendez v. Westminster case.

Thurgood Marshall's description was changed from 'prominent figures such as Thurgood Marshall' to 'civil rights advocates such as Thurgood Marshall,' slightly reframing his role in the findings.

A typo in Section 6700(a)(21)(B) was corrected: 'district district' was changed to 'district.'

The existing March 31 state holiday is renamed from 'Cesar Chavez Day' to 'Farmworkers Day.' This changes the name of an already-established state holiday and broadens the bill's impact beyond simply adding a new Sylvia Mendez Day holiday.

A duplicate section amending Government Code Section 6700 was removed. The Assembly version contained two separate sections both labeled 'SEC. 2' that amended the same code section; the Senate version consolidates this into a single 'SEC. 3.'

Additional coauthors were added: Assembly Member Muratsuchi and Senators Arreguin, Caballero, and Rubio.

A minor drafting error appears in the Senate version where 'district' is duplicated ('a city, county, or district district') and a comma was added before 'unless made applicable.'
