New subsection (c) sets an operative date of January 1, 2029 for the entire section, meaning the lien-filing provisions for repossession agencies will not take effect until that date rather than immediately upon enactment.

Removed a duplicated word 'agency' in subsection (b) that read 'on behalf of the repossession agency. agency,' correcting it to 'on behalf of the repossession agency.'

Removed the requirement that a waiver request be sent by certified mail. The new text only requires that notice be 'mailed' to the lienholder, lowering the procedural bar for repossession agencies seeking to file liens.

Eliminated subsection (b)(2), which had established that a lien would be 'deemed waived' if no response was received within 30 days of delivery of a certified mail request. The new single-paragraph structure folds the non-response condition directly into subsection (b) without the explicit deeming language.

The 30-day response window now runs from when notice is 'mailed' rather than from when a certified mail request was 'delivered,' which could shorten the effective waiting period since mailing occurs before delivery.

Subsection 3075(b)(1) now explicitly states that a repossession agency may file a lien if the lienholder does not respond 'within 30 days of notice being mailed to the lienholder.' Previously, the 30-day window was only specified in paragraph (2) as running from the date the request was delivered. The change shifts the trigger point from delivery to mailing, which can be an earlier date.

The legislative digest was updated to add the phrase 'under specified conditions' at the end of the description of the repossession agency's lien-filing authority, providing a minor clarifying note about when the authorization applies.

The entire amendment to Section 101.7 of the Business and Professions Code was removed. That provision dealt with board meeting frequency (at least twice per calendar year, once in northern and once in southern California), director exemptions, special meetings, notice delivery methods, and webcasting requirements. The original digest called this a nonsubstantive change.

The bill's title and digest were updated to remove references to the Department of Consumer Affairs and professions/vocations, reflecting that the bill now solely addresses vehicle liens under the Civil Code.

New subdivision (b) to Section 3075 of the Civil Code allows a repossession agency to file a lien on behalf of itself when an existing lien is in place, provided the lienholder either affirmatively waives the lien in writing or fails to respond to a certified mail waiver request within 30 days of delivery.

New Section 3075 added to the Civil Code clarifying that the vehicle lien chapter does not prohibit a repossession agency licensed under Chapter 11 (commencing with Section 7500) of Division 3 of the Business and Professions Code from filing a lien on a vehicle.

In Section 101.7(a) of the Business and Professions Code, the phrase 'any other provision of law' was changed to 'any other law,' which is a nonsubstantive cleanup with no practical effect on board meeting requirements.
