Added 'STATE OF CALIFORNIA AUTHENTICATED ELECTRONIC LEGAL MATERIAL' header and 'CHAPTER 122' designation with approval date of August 24, 2026.

Removed legislative process markings including Assembly passage date (August 6, 2026), Senate passage date (June 18, 2026), and the blank fields for Governor receipt time and signature.

Fixed a punctuation error: 'including Mexico. Mexico and Spain' was corrected to 'including Mexico and Spain'

Resolved garbled text in subsection (C). The old version contained a broken merge of two different sentences. The enrolled version consolidates this into a single coherent provision: 'To ensure California pupils can engage in bilingual instruction and assist local educational agencies in supporting diverse language learning opportunities.'

Removed the word 'Mexican' from subsection (A), changing 'allowing Mexican teachers from other countries' to 'allowing teachers from other countries,' broadening the language slightly though Mexico and Spain are still specifically named elsewhere in the section

The exchange program is expanded from Mexico-only to include Spain and other countries. All references to 'teachers from Mexico' are changed to 'teachers from other countries, including Mexico and Spain.'

Purpose (C) is expanded from simply providing access to bilingual instruction to ensuring pupils can engage in bilingual instruction and supporting diverse language learning opportunities, broadening the stated goals beyond just bilingual education.

The State Board of Education's obligation to adopt rules and regulations is changed from mandatory ('shall adopt') to permissive ('may adopt'), making state-level rulemaking optional.

The provision requiring the Department of Education to administer the teacher exchange program and do all acts necessary to carry out its purposes is entirely removed. Exchange arrangements no longer must be made 'through the Department of Education.'

The one-year maximum duration limit on exchanges is eliminated, allowing exchanges of any length.

The requirement that the first exchanges take place during the 1964-1965 school year is removed.

The grants provision now explicitly names local educational agencies as entities that may accept federal grants for the program, alongside the state and its agencies.
