Countering Unmanned Aircraft Systems Task Force.

Task force membership was restructured from a general descriptive list into a specific numbered list of 14 required categories, adding professional associations (California State Sheriffs' Association, California Police Chiefs Association, California Fire Chiefs Association), rank-and-file police officers, public agency firefighters, and the Military Department, while removing the University of California, California State University, FIFA, amusement park associations, local emergency managers, and the office's legal branch.

A new goal (c) requires the task force to ensure statewide readiness, in coordination with federal officials, to respond to emergencies or public safety threats associated with malicious use of unmanned aircraft systems.

A new subsection (c) gives the Director of Emergency Services discretion to appoint any other members to the task force beyond the 14 required categories.

The task force purpose now includes 'organize and' before 'enhance' and adds the qualifier 'lawful' before 'capabilities,' narrowing the scope to lawful state actions.

The primary objective was expanded from 'develop a statewide strategy' to 'develop and implement a statewide strategy,' adding an implementation obligation beyond just planning.

Multiple method provisions now require alignment with federal frameworks: risk assessments must align with a 'federal prioritization framework,' standard operating procedures should leverage 'existing training methodologies,' federal coordination now includes 'provide feedback on' federal laws, first responder training is reframed as 'ensuring' responders receive appropriate training rather than 'developing' it, and data interpretation training must be 'in alignment with federal training standards.'

The urgency justification language was changed from 'attacks by unmanned aircraft systems' to 'malicious use of unmanned aircraft systems,' narrowing the stated threat to intentional hostile activity rather than all attacks.
