Local educational agencies: planning and reporting requirements: template: repealer.

Section 10231.7(a)(1) removed the limitation that the mandatory four-year sunset provision only applied to plans or reports 'with an undefined end date.' Now any bill requiring a local educational agency to complete a plan or report must include a provision repealing or making inoperative the requirement within four years (from operative date if no end date, or from the final due date). This broadens the anti-perpetual-reporting rule to cover all LEA reporting requirements.

Removed the phrase 'required every four or more years' from the sunset calculation in Section 10231.7(a)(1), simplifying the rule to a flat four-year period after the final due date of any plan or report.

The template's sustainability plan requirement was simplified from requiring detailed 'sustainability plans' to just capturing 'the anticipated future of the funded activity.' Separately, the requirement for specific certifications (maintenance of effort statements, public hearing dates, governing board adoption status) was replaced with a general provision for 'additional information if required by statute,' significantly reducing what the template must include.

The requirement for the California Department of Education to post the report and template on its internet website (former subdivision (e)(2)) was removed. The department still must submit the report to the Legislature but no longer has a separate posting obligation beyond what is already in subdivision (a).

The sunset provision in Section 10231.7(a)(1) now explicitly conditions the four-year operative-date trigger on the planning or reporting requirement having 'an undefined end date,' and changes 'the due date' to 'the final due date' for recurring reports. This makes it clearer when the automatic expiration applies.

Section 10231.7(b) now requires the Legislative Counsel to include sunset provisions 'consistent with the requirements of subdivision (a),' ensuring the drafting obligation aligns precisely with the conditions set out in the main provision rather than applying a blanket four-year rule.

Minor language cleanup: 'release create and post' was simplified to 'create and post' throughout, removing redundant wording.

The standardized template now applies only to programmatic or expenditure reports for competitive state grant programs, with an explicit exception for grants awarded to technical assistance providers. Previously it applied to all programmatic or expenditure reports.

The exemption for routine reporting requirements (such as those under the local control funding formula or the California Longitudinal Pupil Achievement Data System) was removed from Section 10231.7, meaning the four-year sunset requirement now applies more broadly to plans and reports with undefined end dates.

Section 10231.6 (the Legislative Counsel drafting requirement) was narrowed to apply only to new programmatic or expenditure reporting requirements for competitive state grant programs, rather than all such reporting requirements on local educational agencies.

The department must post the template to its internet website (previously just 'release' it) and, starting January 1, 2028, must issue the template to local educational agencies as part of the notice of award information and again six months before the final report due date, prepopulating relevant administrative information.

The department must ensure the template creates reporting efficiencies for local educational agencies and schools that receive state grants, and must ensure that grant reporting requirements do not exceed statutory or regulatory requirements.

Stakeholder consultation must now include solicitation of initial input about creating the template and opportunities for input on drafts before finalization, in addition to the existing requirement to consult diverse stakeholders.

The sustainability plans section was reworded from a specific requirement about maintaining services after funding ends to a broader 'anticipated future of the funded activity' that may include whether services will be maintained. A new catch-all phrase 'information if required by statute' was added to the certifications category.

New Education Code Section 33318.6 requires the State Department of Education to release a standardized template by October 1, 2027, for LEAs to use when completing programmatic or expenditure reports. The template must include administrative information, programmatic outcomes (goals, KPIs, successes, challenges, unduplicated pupil service), expenditure outcomes (award amount, itemized spending with budget/actual/variance), sustainability plans, and additional certifications.

The new template section requires the department to consult stakeholders including LEA administrators, governing board members, and school business officials from small, medium, and large LEAs, ensuring demographic and geographic diversity. The department must also identify information already reported to avoid duplication.

New Government Code Section 10231.6 requires that beginning January 1, 2028, any bill imposing a programmatic or expenditure reporting requirement on an LEA must include a provision requiring the final report to be submitted using the standardized template. Legislative Counsel must also include this provision when drafting such bills.

The department must submit the template and a report to the Legislature by October 1, 2027, and post both on its website. The report submission requirement sunsets on October 1, 2031.

Government Code Section 10231.7 was broadened from covering only 'reporting requirements' to covering 'planning or reporting requirements,' and an effective date of January 1, 2027 was added to both the bill-drafting requirement and the Legislative Counsel obligation.

The bill's overall scope expanded from a single Government Code section (10231.7) to three sections across two codes: Education Code Section 33318.6, Government Code Section 10231.6, and Government Code Section 10231.7.
