Criminal procedure: state summary criminal history information.

Removed a duplicated reference to Section 186.22a in the list of actions for which city attorneys may access criminal history information (changed from 'Section 186.22a, 186.22a' to 'Section 186.22a').

Clarified that actions for illegal cannabis sales or cultivation are 'pursuant to Section 26037.5, 26038, or 26038.1 of the Business and Professions Code' by moving 'pursuant to' before the section numbers, and removed a redundant standalone phrase 'substandard housing violations' that was already covered by the following clause.

Clarified that actions against illicit massage businesses are 'pursuant to Section 51034 of the Government Code' by restructuring the phrase from 'actions against illicit massage businesses, businesses pursuant to Section 51034' to 'actions against illicit massage businesses pursuant to Section 51034.'

Clarified that violations of alcoholic beverage control laws are 'pursuant to Section 23300 or 24200 of the Business and Professions Code' by restructuring from 'violations of alcoholic beverage control laws, laws pursuant to Section 23300 or 24200' to 'violations of alcoholic beverage control laws pursuant to Section 23300 or 24200.'

Subdivision (b)(5) replaced the general 'public nuisance actions pursuant to Section 3479, 3480, 3491, or 3494 of the Civil Code' language with a list of specific enforcement actions: illegal cannabis sales or cultivation, cultivation under Business and Professions Code Sections 26037.5, 26038, or 26038.1, substandard housing under Health and Safety Code Part 1.5, illicit massage businesses under Government Code Section 51034, alcoholic beverage control violations under Business and Professions Code Sections 23300 or 24200, red light abatement actions, and gun violence restraining orders. This narrows the category from a broad public nuisance umbrella to enumerated specific actions.

Subdivision (c)(8) now includes 'tribes in other states' alongside the United States, other states, and territories or possessions as entities whose peace officers may receive state summary criminal history information upon a showing of compelling need. This extends access to tribal law enforcement outside California.

City attorneys and county counsel may now access state summary criminal history information when pursuing actions for illegal cannabis sales or cultivation, substandard housing violations, illicit massage businesses, and violations of alcoholic beverage control laws, in addition to the previously listed public nuisance and red light abatement actions.

The legislative digest was updated from 'pursuing a public nuisance action or red light abatement action' to 'pursuing, among other things, a public nuisance action or red light abatement action' to reflect the broader range of qualifying actions.

A duplicate statutory reference was corrected: 'Section 186.22a, 186.22a, or drug abatement' was changed to 'Section 186.22a, or drug abatement.'
