Removed amendment history headers (dates showing when the bill was amended in the Senate and Assembly) and replaced them with enrolled-bill formalities including 'Passed the Assembly August 13, 2026,' 'Passed the Senate August 10, 2026,' and signature lines for the Chief Clerk of the Assembly, Secretary of the Senate, Private Secretary of the Governor, and a blank gubernatorial approval line.

Removed inline line numbers that were used in the amended version for tracking changes, and reflowed the text into standard enrolled-bill formatting with updated page numbering (from 96 to 95).

The legislative counsel digest header changed from 'AB 1982, as amended, Lowenthal' to 'AB 1982, Lowenthal,' reflecting that this is now the final enrolled version rather than an amended draft.

Senator Rubio was added as a coauthor alongside Assembly Members Davies and Blanca Rubio.

Removed stray quotation marks that appeared before the first notice option in both sections, cleaning up formatting of the required posted notices.

Changed 'For purposes of this section' to 'For the purposes of this section' in Section 25624(a).

Licensees must now post either of two approved notices instead of one specific notice. Option 1 is the original wording ('Don't get roofied! Drink lids and drink spiking drug test kits available here. Ask a staff member for details.') and Option 2 is new wording ('Drink spiking is a crime we take seriously. Concerned about your drink? Drink lids and test kits are available - ask a staff member for details.'). This applies to both the drug testing device section (25624) and the drink lid section (25625).

The bill now explicitly repeals the January 1, 2027 sunset date, making the drink lid and drug testing device requirements permanent rather than temporary. This was already noted in the prior version's digest but is now framed as part of a combined change with the new notice flexibility.

New Section 25625 requires Type 48 licensees to provide a removable drink lid upon request, post a notice reading 'Don't get roofied! Drink lids and drink spiking drug test kits available here. Ask a staff member for details,' and may charge a fee not exceeding a reasonable amount based on wholesale cost.

Defines 'lid' as a removable cover of any size that attaches to the rim of a beverage; the lid need not fit all containers but must fit at least one.

A violation of the new drink lid section is not a crime, and a sole first offense results only in a warning from the department.

The January 1, 2027 sunset date for Section 25624 (drug testing devices) is removed, making that requirement indefinite/permanent.

The new drink lid section (25625) becomes operative July 1, 2025, and sunsets on January 1, 2027.

The bill now amends both Section 25624 and Section 25625 of the Business and Professions Code, expanding scope from drug testing devices only to also include drink lids.
