Municipal golf courses: reservations.

Removed prior amendment history headers (dates from March through August 2026) and replaced 'Introduced by Assembly Member Ward' with formal passage dates: 'Passed the Assembly August 19, 2026' and 'Passed the Senate August 17, 2026.'

Added a governor's receipt and approval block at the end of the bill, including lines for the date received, time, and signature fields for the Private Secretary of the Governor and the Governor.

Removed all line numbers throughout the text and reformatted the document from the amended version layout (with page headers showing 'AB 1954' and page numbers) into the standard enrolled bill clean format.

The individual resale exemption in Section 22949.93.2(a)(2) no longer requires that the golf course operator 'does not offer refunds.' The only remaining condition is that the operator does not clearly post its cancellation policy on the internet website where the reservation is secured. This makes it easier for individuals to resell reservations at cost.

The Senate amendment date was updated from June 4, 2026 to August 4, 2026, with the prior date retained as a secondary line. Page numbers shifted from 96 to 95 due to the shortened text.

The exemption allowing individuals to resell or transfer a golf course reservation at no more than the amount paid now requires that the golf course operator clearly post its cancellation policy on the internet website where the reservation is secured. Previously, the only condition was that the operator did not offer refunds.

The main prohibition in Section 22949.93.2(a)(1) was reworded to require a 'written agreement with the golf course operator' rather than the more verbose prior language about an agreement 'between the operator of the third-party golf reservation service platform and with the golf course operator that authorizes that reservation service.' The substance is similar but the new language is more concise.

The prohibition in Section 22949.93.2(a) now applies to 'a person or operator of a third-party golf reservation service platform' rather than only platform operators, meaning individual resellers are directly covered by the law.

'Transfer' was added to the list of prohibited actions (list, advertise, promote, sell, or transfer), closing a potential loophole where reservations could be moved without being technically 'sold.'

A new exemption in Section 22949.93.2(a)(2) allows an individual who purchased a reservation to sell or transfer it for no more than the amount paid, but only if the golf course operator does not offer refunds. This protects consumers who are stuck with non-refundable reservations.

The chapter's short title was changed from 'Blocking Illegitimate Reservations and Protecting Equitable Access to California's Publicly Owned Golf Courses Act' to the shorter 'Protecting Access to Reservations Act.'

The official name of the act (Section 22949.93) and the chapter heading (Chapter 45) were both extended by appending 'Protecting Access to Reservations Act' to the existing title, resulting in a longer but otherwise unchanged name.
