Fire protection districts: fees: 911 telephone calls.

The fee prohibition in Section 13916.5 is expanded from covering only the use of a 911 emergency telephone number to also cover charges for emergency responders arriving at a location or otherwise responding to a 911 call, unless emergency services are actually provided.

A new exception is created: districts may still charge fees when emergency services are provided in response to a 911 call. Previously the prohibition was absolute (with only the prank call exception).

The section is restructured into subdivisions (a) and (b), and the prank call exception language is changed from 'This section does not apply' to 'This section does not prohibit a district board from charging a fee,' making the exception more explicit.

Section 13916.5 now includes an exception stating that the prohibition on charging for 911 calls does not apply to prank calls. Districts may charge a fee if someone uses the 911 number for a prank call.

Section 13916(a) now explicitly states 'Except as provided in Section 13916.5' before granting districts authority to charge fees, creating a cross-reference that carves out the 911/prank call exception from the general fee authority.

Several grammatical corrections were made throughout: 'which that the district provides' changed to 'that the district provides', 'No A fee shall not exceed' corrected to 'A fee shall not exceed', and 'from the date on which that it is filed' simplified to 'from the date that it is filed.'
