State holidays: Native American Day.

April 10 is added as a new state employee holiday in Section 19853(a)(1), Section 19853.1(b)(1), and Section 19853.1(d)(1), making it a paid holiday for all state employees, State Bargaining Unit 5 employees, and excluded employees.

The main holiday list in multiple sections changes from 'March 31, 17' to 'March 17, April 10,' removing March 31 (Cesar Chavez Day) from the primary enumeration while retaining March 17 (St. Patrick's Day). March 31 remains addressed in a separate effectiveness provision tied to DHR notification.

Redundant wording 'a day listed described in this subdivision' is corrected to 'a day described in this subdivision' in several sections, a drafting cleanup with no policy effect.

Removed the requirement that the Department of Human Resources determine sufficient funds exist before Native American Day can be established as a state holiday. Now only legislative appropriation is required, simplifying the process and removing an administrative gate.

Added language allowing employees to make personal holiday elections 'on the dates designated by their group' for holidays whose dates vary annually (such as lunar-calendar-based holidays), providing flexibility for observance timing.

Added new sections (SEC. 1.1, 1.2, 1.3, 2.1, 2.2, 2.3) that incorporate holiday changes proposed by AB 2017 and SB 1394 into this bill. These alternative versions of Sections 19853 and 19853.1 become operative only if AB 1841 is enacted last among the related bills, creating a conditional consolidation mechanism.

In the incorporated versions (SEC. 1.1 and SEC. 2.1), Eid al-Fitr (first day of Shawwal in the Islamic lunar calendar) and Eid al-Adha (10th day of Dhu al-Hijjah in the Islamic lunar calendar) are added to the list of holidays for which state employees may elect eight hours of holiday credit.

In some incorporated versions (SEC. 1.2, 1.3, 2.2, 2.3), March 17 is added alongside March 31 as a recognized holiday date in the state holiday list.

Added 'appropriation by the Legislature' as an additional condition for the Native American Day holiday to take effect. Previously, only the DHRS determination of sufficient funds was required; now both that determination AND a legislative appropriation are needed. This appears in Section 19853(a)(2), Section 19853.1(b)(2), and Section 19853.1(d)(2).

Fixed a drafting error in Section 19853(b) where 'If a day listed described in this subdivision (a)' was corrected to 'If a day described in subdivision (a).

Cleaned up redundant paragraph numbering in Section 19853.1(d), which previously had duplicate '(2)' labels and sequential numbers repeated after each paragraph.
