Immigration enforcement: use of state-owned property.

Section 7284.27(a) was corrected from garbled text ('The Department of General Services, in coordination with state agencies, shall Services and state agencies shall work together') to clean language: 'The Department of General Services and state agencies shall work together to identify all state-owned property.' This resolves a drafting error introduced during the Senate amendment process without changing the substantive meaning.

New exemption in Section 7284.26(d) for Department of Transportation property that is either operating public right-of-way used for transportation purposes (including inspection or tolling facilities) or located within or adjacent to a land port of entry to the United States.

New subdivision 7284.27(e) exempts the Department of Corrections and Rehabilitation from all requirements in Section 7284.27 (property identification, signage, barriers, and documentation procedures), extending beyond the existing exemption in 7284.26(c) which only covered the use prohibition.

The deadline for state agencies to develop documentation and notification procedures was extended from January 1, 2027 to July 1, 2027, giving agencies an additional six months.
