What changed between versions
The definition of 'retail distributor' in Health and Safety Code Section 11100(h)(5) is expanded to explicitly include online retailers, not just grocery stores, general merchandise stores, drugstores, and other related entities limited to walk-in or face-to-face transactions.
A new clarifying sentence is added stating that 'retail distributor' includes an entity that makes a direct sale but does not include the parent company of that entity if the parent company is not itself involved in direct sales regulated by this article.
The sales channels covered by the retail distributor definition change from 'directly to walk-in customers or in face-to-face transactions by direct sales' to 'direct in-store sales, or online sales fulfilled by delivery, in-person pickup, or curbside pickup,' bringing e-commerce into scope.
