Vehicles: fee waivers for disabled veterans.
Summary
Existing law authorizes the Department of Motor Vehicles to issue special license plates or distinguishing placards to disabled veterans for purposes of certain parking privileges and fee exemptions. Commencing January 1, 2027, existing law exempts, except as specified, a vehicle that is owned by a disabled veteran, a former American prisoner of war, or a Congressional Medal of Honor recipient or a Purple Heart recipient, or the surviving spouse of a former American prisoner of war or Congressional Medal of Honor or Purple Heart recipient, who has elected to retain special license plates, that is of a type subject to registration under the Vehicle Code, and that is not used for hire, compensation, or profit, from certain fees imposed pursuant to the Vehicle Code and a vehicle license fee imposed for the privilege of operating specified vehicles. Existing law defines "vehicle" for purposes of these provisions as a passenger motor vehicle, a motorcycle, or a commercial motor vehicle of less than 8,001 pounds unladen weight. This bill would instead define a vehicle for purposes of the above-described provisions as a passenger motor vehicle, a motorcycle, or a commercial motor vehicle of less than 10,000 pounds unladen weight.

MINOR
The amendment raises the weight threshold for commercial motor vehicles eligible for DMV fee waivers from less than 8,001 pounds to less than 10,000 pounds unladen weight. The original introduced bill would have removed the weight limit entirely for commercial vehicles, but the amendment takes a more moderate approach by expanding the cap rather than eliminating it. This broadens eligibility for disabled veterans and other qualifying individuals who own heavier commercial vehicles.
Scope change
The scope of vehicles eligible for fee waivers expanded to include commercial motor vehicles weighing between 8,001 and 9,999 pounds unladen weight, which were previously excluded. However, the amendment is narrower than the introduced version, which would have removed the weight restriction entirely for all commercial motor vehicles.
ELIGIBILITY
The maximum unladen weight for a commercial motor vehicle to qualify for DMV fee waivers was increased from less than 8,001 pounds to less than 10,000 pounds. The original bill would have removed the weight limit entirely; the amendment instead sets a higher but still finite cap.
