The Business, Consumer Services, and Housing Agency is eliminated as of July 1, 2026 and replaced by two agencies: the Business and Consumer Services Agency (retaining consumer protection, cannabis control, financial regulation, real estate, and alcoholic beverage functions) and the California Housing and Homelessness Agency (receiving housing-related departments).
All statutory references to the 'Secretary of Business, Consumer Services, and Housing' are updated to either 'Secretary of Business and Consumer Services' or the new housing agency secretary, depending on which function is referenced. This affects definitions in the Business and Professions Code, Civil Code, Financial Code, Health and Safety Code, and other codes.
An appropriation of $300,000 is made to the Department of Housing and Community Development to supplement existing contracts for translating specified guidelines, as required by statute.
All agency reorganization amendments become operative on July 1, 2026. Section 26180.5 of the Business and Professions Code (regarding cash payment collection for cannabis taxes) is set to expire and be repealed as of July 1, 2026.
