Section 51900.4(b) changed 'both all of the following apply' to 'all of the following apply,' removing redundant language.

Sections 51900.4(b)(2) and (b)(3) changed 'not necessarily limited to' to 'not limited to,' a minor tightening of the statutory language that does not alter meaning in practice.

The bill now requires the commission to consider content related to the 'prevention of' heat illness, not just recognizing and responding to signs and symptoms. This broadens the educational content that must be included in the Health Framework.

A new paragraph (a)(2) requires the commission to consider relevant heat illness prevention measures, signs and symptoms, and responses as addressed by guidance issued by the State Department of Public Health and policies adopted by the California Interscholastic Federation. This ties the curriculum content to specific external sources.

A new definition for 'prevention of heat illness' was added in subdivision (b)(1), covering measures to stay cool, hydrated, connected to others, and informed of heat alerts.

The structure was reorganized: the original subdivision (a) became (a)(1), a new (a)(2) was inserted, and the existing definitions in (b) were renumbered from (1) and (2) to (2) and (3). The phrase 'both of the following apply' was changed to 'all of the following apply' to reflect the added third definition.
