Attorneys: discipline: sensitive services.

Entirely new Section 6106.4 added to the Business and Professions Code, expanding the bill beyond conservatorships to address attorney discipline and admission.

Defines 'excluded event' as civil judgments, judicial sanctions, felony/misdemeanan indictments or convictions, or professional discipline imposed based on another state's law that interferes with a person's right to receive, provide, recommend, enable, or advocate for sensitive services lawful in California.

Defines 'sensitive services' by reference to Civil Code Section 56.05 (which covers gender-affirming medical care and related services).

Provides that an excluded event cannot be grounds for suspension, disbarment, or other disciplinary action; cannot require reporting to the State Bar; cannot serve as evidence of professional misconduct in California; and cannot be grounds to deny admission to practice law.

Carves out an exception: the protection does not apply if the event would subject the attorney to a similar claim, charge, or action under California's own laws.

The original conservatorship amendment (Probate Code 2352.5) is renumbered from Section 1 to Section 2 to accommodate the new Business and Professions Code section as Section 1. No substantive changes to the conservatorship text.

Removed Senate amendment tracking line numbers (line 1 through line 30) that were used to mark up changes during the amendment process.

Added legislative passage dates: 'Passed the Assembly September 10, 2025' and 'Passed the Senate September 9, 2025.'

Removed the original bill introduction header (March 18, 2025) and the list of committee authors (Kalra, Bauer-Kahan, Bryan, Connolly, Harabedian, Pacheco, Papan, Stefani, Zbur).

Added Governor's receipt and approval signature blocks with blank date fields.

Removed the 'as amended' qualifier from the legislative counsel's digest reference and removed the vote/appropriation/fiscal committee notes at the end of the digest.

The entire amendment to Probate Code Section 2352.5 was removed. This section had established a presumption that a conservatee's personal residence is the least restrictive appropriate residence, required conservators to determine and document the appropriate level of care in a care plan, required re-evaluation upon material changes in circumstances, and provided exemptions for developmentally disabled conservatees served by regional centers and for limited conservators who are first-degree relatives.

The bill's stated purpose was narrowed from covering both conservatorships and attorney discipline to covering only attorney discipline regarding sensitive services. The legislative counsel's digest no longer references 'Duties of a limited conservator.'
