Section 6029: Extended the expiration date of the vertebrate pest control research program from January 1, 2026 to January 1, 2035, giving the Secretary of Food and Agriculture an additional 9 years of authority to operate the program and expend funds from the continuously appropriated fund.

Section 14401: Added a new provision prohibiting administration of medically important antimicrobial drugs to livestock unless ordered by a licensed veterinarian through a prescription or veterinary feed directive that complies with federal and state law (specifically 21 CFR Parts 514, 530, 558 and Business and Professions Code Section 4826.6). Prescriptions for labeled uses must be issued under a veterinarian-client-patient relationship meeting B&P Code 4826.6 standards. Veterinary feed directives and prescriptions for extralabel uses must meet the VCP relationship requirements of 21 CFR 530.3.

New Section 47007.5: Granted enforcing officers authority to enter and inspect places and conveyances related to certified mobile farmers' markets, inspect documentation, products, containers, and equipment, take representative samples, and seize and hold items as evidence to secure convictions. Evidence seized in one county may be admitted in another. Operators may still require vendors to provide additional information beyond what the law mandates.

The bill's scope expanded from a single amendment to Section 6029 (pest control research) to an omnibus bill amending Sections 6029 and 14401 and adding Section 47007.5, covering three distinct policy areas: pest control funding, antimicrobial stewardship in livestock, and mobile farmers' market enforcement.
