Creates a new Part-Time Community College Faculty Health Insurance Program Fund (Section 87867.5) in the State Treasury. Unspent program funds are deposited into this fund and continuously appropriated to the chancellor across fiscal years rather than reverting to the General Fund annually.
Restructures Section 87867 into a two-tier apportionment: first, up to one-half of total premium costs go to all districts with programs; second, remaining funds go only to districts that meet four criteria (offer coverage to all eligible part-time faculty, match full-time benefits, cap premiums at or below full-time rates, and cover multidistrict part-time faculty).
Simplifies the reimbursement rate for part-time faculty who individually purchase health insurance from a 'lesser of' two options (50 percent of premium OR the district's proportionate share of the family plan) to a single formula: 50 percent of the premium, capped at the full cost of the district's most commonly subscribed family coverage plan. This removes the proportionate-share limitation and is potentially more generous.
Adds Section 87869 stating legislative intent that by January 1, 2030, each community college district must commence negotiations with exclusive representatives for part-time faculty to offer health insurance benefits to part-time and multidistrict part-time faculty and their eligible dependents.
Changes the state-mandated local program designation from 'yes' to 'no,' removing the bill's classification as imposing a state-mandated local program on community college districts.
