Mobilehome parks: rent caps: City of Torrance.

The entire California Student Teacher Support Grant Program (Section 44416.5, Education Code) was removed. This program would have provided stipends equal to the daily substitute teacher rate to student teachers during their required 600 hours of clinical practice, contingent on one-time legislative appropriation.

Mobilehome parks located in the City of Torrance are now explicitly covered by the rent cap provisions. The definition of 'qualified mobilehome park' was expanded from only parks governed by two or more incorporated cities to also include parks in the City of Torrance.

Subdivision (f) was restructured so that the January 5, 2026 effective date and related transition rules now apply specifically to Torrance parks rather than all mobilehome parks broadly. The multi-city provision in subdivision (g) was changed from 'notwithstanding' the general rule to 'in addition to' it, making the two categories cumulative rather than exclusive.

A new Section 3 adds legislative findings and declarations that a special statute is necessary for the City of Torrance due to significant and disproportionate increases in mobilehome space rents and adverse impacts on housing affordability for low-income residents and seniors.

The sunset/repeal date was extended from January 1, 2030 to January 1, 2036, giving the rent cap provisions an additional six years of effect.
