Fire protection districts: training: fire suppression activities.

The Fire Protection District Law of 1987 provides for the formation and administration of fire protection districts. Existing law requires the board of directors of a fire protection district (district board) to train all employees of the district who are expected to provide specified services, except those whose duties are primarily clerical or administrative, to administer first aid and cardiopulmonary resuscitation, as provided. Existing law authorizes a district board to provide any other training programs for its employees. This bill would also require the district board to train all employees in fire suppression activities. By requiring a new duty on a local district board, the bill would impose a state-mandated local program. The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement. This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.
