California YouthBuild Program: contracting.
Summary
Existing law establishes the California YouthBuild Program within the Employment Development Department for specified purposes, including enabling economically disadvantaged youth to obtain the education, job skills training, and related skills for them to achieve permanent economic self-sufficiency. Existing law authorizes the director of the department, as provided, to make grants to eligible applicants for the purpose of carrying out specified programs. Existing law authorizes the director to contract with a qualified nonprofit organization designated by the United States Department of Labor to provide technical assistance to YouthBuild programs. This bill would instead make that contracting by director required.
